Balkema’s Weekly Breakdown: Tax Relief for Seniors, Smarter Spending, and Safer Communities

Balkema Introduces Bill to Simplify Senior Property Tax Exemptions

I filed legislation aimed at making it easier for seniors across Illinois to maintain their property tax relief.

Senate Bill 2701 would streamline the Senior Citizen Homestead Exemption process by eliminating the need for eligible seniors to reapply each year. Under current law, many seniors must regularly verify their eligibility to continue receiving the exemption if their county board requires reapplication annually.

This is about common sense. Seniors shouldn’t have to go into their county offices year after year to prove they’re not getting younger.

The proposal builds on efforts already implemented at the local level, including in Grundy County, where officials have taken steps to reduce the administrative burden on senior residents. Balkema said his goal is to expand that approach statewide so all qualifying seniors benefit from a simpler, more consistent system.

If passed, the measure would allow seniors who have already been approved for the exemption to automatically retain it in future years, removing unnecessary paperwork and easing strain on both residents and local government offices.

SB 2701 has been assigned to the Senate Revenue Committee for further consideration.

Fiscal Responsibility Over Higher Taxes

Illinois Policy recently published an article discussing how Illinois is facing serious long-term budget challenges, with nearly $21 billion in projected deficits over the next five years. Spending is growing much faster than revenue, and if we stay on this path, taxpayers could be asked to make up the difference.

Instead of raising taxes, we need a more responsible approach. That starts with reining in spending and tying it to economic growth through a commonsense spending cap. Right now, state spending has far outpaced our economy, putting our fiscal future at risk.

By prioritizing long-term reforms like a spending cap and pro-growth policies, we can get Illinois back on track, without placing a heavier burden on families and businesses.

Illinois Schools Drowning in Unfunded Mandates

In 2023, Illinois Association of School Boards reported that of the 699 mandates that have been sanctioned on Illinois schools since 1982, only 4 of those have been directly funded. Almost half of all mandates come with additional regulations and responsibilities for educators without any funding or legislative support. The rest are “mandates with indirect costs”, this means that they are not directly funded but are expected to recover costs through existing financial aid programs such as Evidence-Based Funding. Bottom line, Illinois legislators have been stacking schools with regulations and increasing costs without any support leaving you, the taxpayer, to make up the difference with your property taxes.

Illinois Completes Statewide Upgrade to Next Generation 911 System

The Illinois State Police has announced that all 169 Public Safety Answering Points (PSAPs) across Illinois have successfully transitioned to Next Generation 911 (NG911), marking a significant modernization of the state’s emergency response infrastructure.

NG911 replaces the outdated, voice-based system with a secure, internet-based network that allows 911 calls to be routed based on a caller’s precise location rather than the nearest cell tower. This improvement helps reduce delays by ensuring callers are connected directly to the appropriate emergency responders without the need for transfers between dispatch centers.

The upgraded system also enhances reliability. In the event of widespread emergencies such as severe storms or tornadoes, calls can be automatically rerouted to other 911 centers across the state, ensuring uninterrupted service for those in need.

In addition, NG911 strengthens Text-to-911 capabilities, improving access for individuals who are unable to make voice calls. The system is also designed to support future advancements, including the potential for sharing photos and video with first responders during emergency situations.

This transition reflects years of coordination and investment and will provide faster, more reliable, and more accessible emergency services for communities throughout Illinois.

New Initiative Encourages Residents to Explore Historic Sites

Illinois is preparing for the nation’s 250th anniversary with the launch of a new “America 250” passport program, designed to encourage residents and visitors to explore historic sites across the state.

The program highlights significant locations tied to Illinois’ role in American history, including cultural landmarks, museums, and heritage sites. Participants can visit featured locations and track their progress, promoting tourism while offering educational opportunities for families, students, and history enthusiasts.

State leaders say the initiative is part of a broader effort to commemorate the upcoming 250th anniversary of the United States in 2026. By increasing awareness of Illinois’ historical contributions, the program aims to boost local economies and showcase communities throughout the state.

The passport program is a positive way to connect residents with Illinois history while supporting tourism and small businesses. It helps highlight the state’s unique heritage and encourage families to explore what their local communities have to offer.
